Concerns are escalating regarding potential traffic difficulties in Hilton Head Island as officials deliberate on funding issues for a major bridge replacement project. Aimed at reducing congestion and enhancing pedestrian safety, the project is now facing financial hurdles. With an anticipated $311.6 million cost, the replacement of the eastbound bridge, scheduled to begin in early 2028, is imperative to improve the area’s infrastructure. Local authorities emphasize the need for a comprehensive corridor master plan to secure funding for broader traffic solutions.
Concerns are rising over potential traffic challenges in Hilton Head Island as officials discuss the funding of a significant bridge replacement project. The project, intended to alleviate congestion and improve safety for pedestrians, is currently facing financial constraints that may swing focus away from necessary traffic improvements.
Four bridges connect Hilton Head Island to the Town of Bluffton, comprising two lanes in each eastbound and westbound direction. The current infrastructure project primarily targets the replacement of the eastbound span, with the current plan proposing a three-lane bridge. Construction for this segment is slated to commence in early 2028, following extensive discussions lasting over seven years.
Initial proposals included a six-lane bridge, accompanied by numerous corridor improvements based on community feedback and expert consultations. However, it later became evident that the six-lane bridge’s budget exceeded available funding, necessitating a scaled-back version of the project. As a result, critical local corridor enhancements were cut from the plan due to budgetary constraints.
A $120 million contribution from the State Infrastructure Bank (SIB) is highlighted as essential for the project’s financial success. The SIB had previously voted to reject the original bridge proposal on May 12 due to concerns about its diminished scope. Currently, the proposed eastbound bridge will link Moss Creek Drive to Pinkney Island and Windmill Harbor, while the westbound bridges will maintain their two-lane configuration. However, the design of the eastbound bridge allows for potential expansion in the future.
Hilton Head Island Mayor has emphasized the importance of not only focusing on the bridge’s construction but also ensuring broader improvements along the U.S. 278 corridor. The SIB’s decision has put additional emphasis on the necessity for a comprehensive corridor master plan to attract funding aimed at alleviating traffic issues.
With safety becoming increasingly critical, the existing Mackay Creek bridge’s poor condition precludes its continued use. There is a looming deadline of December 2031 for its replacement, according to the agreement with the SIB. The approaching hurricane season raises concerns about emergency vehicle access, further stressing the urgency of addressing these infrastructure issues.
Despite setbacks, current timelines anticipate the completion of the bridge project by December 2030, allowing for a construction timeline of 34 months, supplemented by a one-year contingency. Mayor Perry has assured residents of continued community involvement in the decision-making process concerning traffic improvements.
Councilwoman Melinda Tunner has voiced concerns regarding the timeline associated with the master plan’s approval and funding negotiations. Recent revisions to the infrastructure plan have been introduced to tackle earlier concerns raised by the SIB about cost overruns and delays.
The entire project’s expected cost is approximately $311.6 million, anticipated to be funded through a combination of local, state, and potential federal resources. Continued community engagement and public meetings will occur as the project progresses, with updates provided to keep stakeholders informed.
