News Summary
The State Infrastructure Bank has rejected Beaufort County’s funding request for the Hilton Head Island bridge project, potentially delaying critical infrastructure improvements. The revised proposal did not meet initial agreements, raising concerns among officials about traffic congestion and funding shortfalls. County leadership remains hopeful for future discussions to secure necessary resources for the bridge, which has received a poor rating in recent inspections.
Hilton Head Island, SC – The State Infrastructure Bank (SIB) has turned down a significant funding request for the long-anticipated Hilton Head Island bridge project, a decision that could significantly delay the much-needed upgrade of the area’s transportation infrastructure. The SIB’s denial follows Beaufort County’s submission of a revised plan that did not align with the initial project scope previously agreed upon with the SIB.
SIB board chairman John White expressed concern over the situation, acknowledging the project’s importance but indicating that the new proposal violates their contracted requirements. Despite the setback, the county has the opportunity to engage in discussions with SIB officials regarding potential revisions to the plan.
The initial plan was to build a new six-lane bridge with accompanying corridor enhancements, pegged at an estimated cost of $499 million. The county had sought to fund this project through a sales tax referendum, proposing a total of $950 million for various transportation improvements, which included $90 million allocated for the bridge. However, this referendum received a considerable setback when it was rejected by 55% of voters.
In response to financial constraints, on November 7, the SIB requested that Beaufort County address a $190 million shortfall in the funding needed for the project, after the SIB had initially committed $120 million to its development. State Senator Tom Davis suggested in January that the project be scaled down to fit the available funding, recommending the removal of additional features such as pedestrian pathways and corridor expansions.
The revised plan involves demolishing the existing eastbound bridge over Mackay Creek and constructing a new bridge stretching from the mainland to Jenkins Island. John White pointed out that the current design of the Mackay Bridge only allows two lanes in one direction, whereas the original contract specified the need for two lanes in both directions, further complicating the budget and planning discussions.
The Mackay Bridge, which was built in 1956 and underwent widening in 1984, is regularly inspected by the South Carolina Department of Transportation due to its deteriorating state. A recent inspection in January 2024 revealed that the bridge received a “poor” rating, highlighting the urgent need for improvements or replacement.
If a new funding plan is not secured within the coming weeks, there are concerns that the Department of Transportation (DOT) may move forward with plans to replace only the deficient bridge, which could exacerbate traffic congestion during the construction phase. During a recent meeting on May 12, Senator Davis urged the county to provide clarity on how secured funding would be utilized and to develop a more detailed estimate of costs.
Although funding challenges have emerged, the county council was informed during the May 12 meeting that the bridge project is not yet considered dead. The leadership remains focused on finding a viable path forward to address the critical infrastructure needs of Hilton Head Island and the surrounding areas.
The future of the Hilton Head Island bridge project remains uncertain as stakeholders continue to navigate financial hurdles and community concerns. The next steps will likely involve further negotiations with the SIB and potential adjustments to meet funding requirements while ensuring the project proceeds in a timely manner.
