The Town Council recently approved a “displacement mitigation plan” with a narrow vote of 4-3, which has drawn significant public criticism for its lack of clarity and substance. The approved plan only mandates the notification of the Deep Well Project when a “displacement event” occurs, without defining what qualifies as such an event. Alarmingly, the plan does not provide any funding for housing assistance, leading to further discontent among residents.

Concerns raised by council members have underscored the plan’s inadequacies. Ward 4 Council Member Tamara Becker highlighted the vagueness of the directive and questioned the responsibility of the town regarding displacement issues. The backlash against the plan has been pronounced, with four contributors to the development of the initiative, including two committee chairs, resigning following resistance to earlier drafts. The original plan aimed to proactively identify potential displacement events, but encountered pushback due to apprehensions about bureaucracy.

To complicate matters, the timeline for the Northpoint affordable housing community—a joint venture with OneStreet Residential aimed at building 157 units—has been extended due to delays. The project is intended to offer housing for local workers, with half of the units designated for those earning between 60% and 80% of Hilton Head’s area median income. With approximately 14,000 workers commuting daily into Hilton Head and full-time minimum wage jobs in South Carolina averaging around $15,000 annually, an affordable housing solution is needed now more than ever.

The median income in Beaufort County is just over $41,000, showing a clear disparity between what workers earn and the increasing cost of living. As gentrification and redevelopment reshape the landscape of Hilton Head, many in the workforce find themselves with limited affordable housing options and at risk of eviction. Residents continue to call on town officials to adopt a more proactive approach in mitigating displacement and supporting essential workers crucial to the island’s economy.

In response to the housing crisis, Novant Health has announced plans to develop 141 workforce housing units tailored for healthcare and essential workers. Of these, 30% will be reserved specifically for their staff. This project is part of Hilton Head’s Workforce Housing Framework initiative and is seen as a strategy to address ongoing recruitment and retention challenges faced in the healthcare sector. Construction for the Novant Health units is slated to commence in early 2026, with completion expected by mid to late 2027. This development promises not only housing but also community amenities, focusing on energy efficiency and a community center.

The current situation on Hilton Head Island reflects a broader statewide issue of housing affordability, particularly in areas experiencing significant growth and tourism pressure. As public officials struggle to address the needs of the local workforce, the ongoing dialogue about housing policy, community support, and economic sustainability remains critical for the future of Hilton Head Island and its residents.
