This budget proposal aims to improve teacher compensation and retention amid changing property ownership demographics and pending financial reviews.
Beaufort, South Carolina – The Beaufort County School District has proposed a $17.8 million budget increase aimed primarily at raising teacher salaries, which could lead to property tax hikes for vacation homeowners in the region. This proposal is part of an effort to address a significant teacher compensation issue amidst a nationwide shortage.
The proposed budget increase would raise the overall budget from $359 million to nearly $377 million, reflecting a 5% budget increase. This figure represents a smaller requested increase compared to previous years, which included a 7.5% increase for 2023-2024 and a 12.1% increase for the current fiscal year. If adopted, the budget will modify the current tax operating rate until June 30, 2025.
There is concern regarding the tax implications for homeowners in Beaufort County. School board officials assure that the tax impact for average taxpayers would be modest. However, under state law, primary homeowners are exempt from school operations tax, leaving vacation home and rental property owners to bear the financial burden. Should the budget be approved, these secondary property owners could see a 3.5% increase in their property taxes.
The Hilton Head metro area, which includes Bluffton and Beaufort, has been identified as the 10th most popular region in the U.S. for purchasing second homes. A recent report revealed that in 2023, 41% of approved mortgages were for secondary homes, an increase from 28% the year prior. Currently, Hilton Head Island is home to over 6,500 short-term rental properties, as indicated by the town’s rental dashboard.
Tonya Crosby, the Chief Financial Officer of the school district, presented the preliminary budget to the board on April 25. Notably, nearly 80% of the proposed budget increase would be allocated to employee compensation. Currently, Beaufort County has seen its starting teacher salaries dip to fourth out of 74 counties in South Carolina, down from first place two years ago. The proposed changes aim to raise starting and early-career teacher salaries to just over $60,000 annually, including a $4,000 cost-of-living adjustment.
The district also plans to modify its salary structure by collapsing the first five salary steps to equalize pay for first-year and fifth-year teachers and adding two new steps for veterans. If the proposal receives approval, the starting salary for public school teachers in Beaufort County would have risen by 63% since the 2019-20 school year.
Funding for the school district primarily comes from local taxes, with about two-thirds of the total budget sourced this way. To finance the proposed budget, the local millage rate for secondary and rental properties will be adjusted from 121.8 to 126.1, causing a 3.5% increase. This tax increase would equate to an additional around $140 annually for secondary homeowners and less than $20 annually for car owners.
Primary residences remain exempt from school operations tax, ensuring that full-time residents are not financially impacted by this proposal. Apart from raising salaries, the proposed budget also has goals of enhancing teacher retention, expanding academic programs, and bolstering safety measures, including mental health services.
The county’s finance committee is scheduled to review the school district’s budget on May 19, marking a crucial step in the approval process. Stakeholders are keenly awaiting developments as the school district works to address the pressing issues of teacher compensation and stability amid evolving demographic trends in property ownership.
